Tuition and Enrichment Centre Reinstatement in Singapore: Cost, MOE and Relocation

By Mr Kobayashi, Operations Lead, REINSTATE.by MCSG · Published 27 October 2026 · 7 min read
Reinstating a tuition or enrichment centre in Singapore typically costs about S$8 to S$22 per sq ft before GST, depending on how many classrooms were built. A 1,500 sq ft centre usually lands between S$12,000 and S$33,000. If you are relocating, MOE must approve the new premises before you teach there, so the move needs to be planned months before your old lease ends.

A tuition centre looks simple from the corridor, but inside it is a grid of small rooms: glass or board partitions, a false ceiling with extra lights, a split aircon unit or fan coil for every classroom, whiteboards fixed to every wall and a reception counter at the front. When the lease ends, most landlords want all of it gone. This guide covers what usually comes out, what it costs, and the MOE and URA steps that decide how much time you really have when you close or move a centre.

What does tuition centre reinstatement involve?

It means returning the unit to the handover condition in your lease, usually bare shell or the original base build. For a tuition centre that normally covers classroom partitions, the extra false ceiling and lighting, added aircon units and their trunking, whiteboards and wall fixings, reception carpentry, vinyl or carpet flooring, signage, then patching and repainting.

The trades are the same as a small office strip-out: partition removal, false ceiling removal and wall repair and repainting. Three things make a tuition job different:

  • Room density. A 1,500 sq ft centre can hold six to eight classrooms. Every room adds partition runs, a door, a light circuit and often its own aircon, so the strip-out is closer to a cellular office than an open-plan one.
  • Wall-mounted boards. Whiteboards, TV brackets and shelving are screwed into the landlord's walls. Removing them leaves rows of holes that must be filled, sanded and repainted, and a careless removal pulls off plaster.
  • Electrical and fire services changes. New rooms usually mean new power points, smoke detectors or sprinkler heads. These go back to the original layout, and electrical work has to be done or certified by a licensed electrical worker. Moved sprinkler heads are covered in our fire sprinkler reinstatement guide.

How much does tuition centre reinstatement cost in 2026?

Indicative 2026 ranges run from about S$8 per sq ft for one or two open rooms to S$22 per sq ft for a fully partitioned centre with individual aircon in every classroom. On a 1,500 sq ft unit that is roughly S$12,000 to S$33,000 before GST. Partition count, aircon and ceiling work move the quote most.

For a market benchmark, Cushman & Wakefield's 2026 Singapore office fit-out guide puts average office reinstatement at about US$19 per sq ft. A tuition centre often sits near that figure because its works are mostly dry trades, without the toilets and kitchens that push a childcare centre reinstatement higher. See our office reinstatement cost guide for the office baseline.

Do you need to tell MOE when a tuition centre closes?

Yes, if the centre is registered with MOE as a private school. MOE says you must notify it when a school is terminated or closed, through GoBusiness. You submit a current Bizfile+ business profile, a signed closure note or directors' resolution stating the effective date and reason, and the original registration and classroom certificates. MOE estimates 14 days to process.

MOE also states that a school should be discharged of all its obligations to students and staff before it terminates or closes. In practice that means finishing or refunding the term students have paid for and settling staff before the last day, not after the hoarding goes up. Fix your last teaching day first, then work out the reinstatement window between that day and lease expiry. A standard centre usually needs 1 to 3 weeks of site work, plus time for landlord or MCST approval of the works.

What does MOE need before you teach in new premises?

A completed and approved new unit. MOE's relocation guidance, updated 7 April 2026, says all renovation and furnishing works must be finished before you apply. You upload an SCDF-approved floor plan marked for a school or tuition centre, a Fire Safety Certificate for the unit, and URA written permission or HDB approval for commercial school use.

MOE estimates 14 days to process a relocation once it has a complete set of documents and any site visit is done, whichever is later. After approval you have 60 days to pay the fee on GoBusiness before the new certificates are issued. MOE also checks that the school is a reasonable size with classrooms and an office or reception area, and that your School Management Committee registrations have not expired. The order matters for your old lease: you cannot apply until the new centre is built, so you will usually pay rent on both units for a period.

Does the new unit need URA change-of-use approval?

Often, yes. URA gives "a shop to a commercial school" as an example of a change of use that may need planning permission. The processing fee is S$500, non-refundable, and URA generally takes 10 working days to assess an application. The Singapore Land Authority may also collect a Land Betterment Charge for the change of use.

URA advises against committing to a tenancy or starting renovations before you receive its decision, because applications are evaluated case by case and can be refused. Check the unit's allowable and last approved uses on URA SPACE before signing. For a unit in an HDB commercial block, the approval comes from HDB instead. None of this is reinstated at your old unit, but it decides how much overlap you need between the two leases.

How do you plan a tuition centre relocation around reinstatement?

Work backwards from your old lease expiry. Allow time for URA or HDB approval of the new unit, its fit-out, the SCDF plan and Fire Safety Certificate, MOE's 14-day relocation review, then a 1 to 3 week strip-out of the old centre. For most operators that means starting about four to six months before expiry.
  1. Months 6 to 5: shortlist new units, check URA SPACE or HDB use, and book the joint inspection of your old unit with the landlord.
  2. Months 5 to 3: sign the new lease after use approval, then fit out and obtain the SCDF plan approval and Fire Safety Certificate.
  3. Months 3 to 2: apply to MOE for relocation and tell parents the move date.
  4. Final 4 to 6 weeks: move classes, then reinstate the old unit and hand over. If works run past expiry, read our guide to holding over and double rent.

Can you leave the classrooms for the next tenant?

Only with the landlord's written agreement. If another education operator takes the unit, a landlord may accept partitions, ceilings and aircon as they stand, which can save you most of the reinstatement cost. Without written consent, the lease's reinstatement clause still applies and the landlord can deduct the full cost from your deposit.

Get any handover-as-is arrangement into a signed letter that lists exactly what stays. A tuition lease is commercial, so a reinstatement dispute over your deposit or banker's guarantee goes to the civil courts, not the Small Claims Tribunals, which hear residential tenancy claims. Our commercial vs residential reinstatement guide explains why commercial handovers are judged more strictly.
