Childcare Centre and Preschool Reinstatement in Singapore: Cost, Notice and Timeline

By Mr Kobayashi, Operations Lead, REINSTATE.by MCSG · Published 24 October 2026 · 7 min read
Reinstating a childcare centre or preschool in Singapore typically costs about S$10 to S$35+ per sq ft, depending on what was built. Child-height toilets, a full kitchen, wall padding and an outdoor play area push a quote to the top of that range. Plan the works around the six months' notice that preschool licensees must give parents and ECDA before closing.

A preschool is one of the most heavily fitted small commercial units in Singapore. It has more toilets per square foot than most offices, a kitchen that cooks for dozens of children, soft and impact flooring, safety barriers on every opening, and walls covered in padding and murals. When the lease ends, most of that has to come out. This guide covers what a landlord will usually ask you to remove, what it costs, the notice rules that set your real deadline, and how to keep your own lease deposit intact.

What does childcare centre reinstatement involve?

It means returning the unit to the handover condition written into your lease, which is usually bare shell or the original base build. For a preschool that normally covers removing child-height toilets and basins, the kitchen, partitions, wall padding, soft flooring, safety gates and barriers, murals and any extra air-conditioning, then patching and repainting.

The general strip-out looks like an office job: partition removal, false ceiling removal, and wall repair and repainting. Four items make a childcare job different:

  • Wet areas. Junior toilets, shower trays and nappy-changing stations add plumbing points that must be capped back to the landlord's original positions. Our kitchen and bathroom reinstatement guide explains the hacking and waterproofing involved.
  • The kitchen. A centre that cooks on site usually has extra power points, an exhaust and sometimes a grease trap, all of which go back to base build.
  • Glued soft flooring and wall padding. Vinyl, rubber and foam panels are stuck down with adhesive. The adhesive is what takes time, because the screed underneath has to be cleaned and levelled.
  • Outdoor play areas. Artificial turf, rubber play surfacing and shade structures on a podium or garden are often the last thing on the list and the first thing a landlord checks.

How much does childcare centre reinstatement cost in 2026?

Indicative 2026 ranges run from about S$10 per sq ft for a light enrichment space to S$35+ per sq ft for a full-day centre with a kitchen and multiple toilets. On a 3,000 sq ft centre that is roughly S$45,000 to S$105,000 before GST. Wet areas, glued floors and outdoor play surfaces move the quote most.

Half-day preschool: child toilets, pantry, soft flooring, safety gatesS$15–25S$45,000–75,000
Full-day childcare: cooking kitchen, several toilet blocks, padding, outdoor play area, extra ACMVS$25–35+S$75,000–105,000+

Indicative ranges based on the commercial scopes we price, not published or regulated rates. They exclude moving out furniture, toys and learning materials. Add 9% GST if the contractor is GST-registered: S$60,000 becomes S$65,400. Compare quotes line by line using our guide to comparing reinstatement quotations.

For a market benchmark, Cushman & Wakefield's 2026 Singapore office fit-out guide puts average office reinstatement at about US$19 per sq ft. A preschool usually sits above an office of the same size, because an office tenant rarely leaves behind toilets, a kitchen and glued floors. See our office reinstatement cost guide for the office baseline.

How much notice must a preschool give before it closes?

At least six months. Under the Early Childhood Development Centres Act, Regulations and Code of Practice, licensees must give parents and ECDA at least six months' notice before ceasing operations. MSF said in February 2026 that an average of 26 preschools a year failed to meet this rule over the past five years.

MSF lists the consequences for a breach as warning letters, financial penalties, and being barred from applying for future preschool licences. That makes the notice period, not the lease expiry, the first date to plan around. If your lease ends in nine months, your last day of operation needs to be decided now, because the reinstatement works themselves cannot start until the children have left.

The practical sequence for an operator is:

  1. Fix the last operating day at least six months out, and confirm it in writing to parents and ECDA.
  2. Leave a works window between the last operating day and lease expiry: usually 3 to 6 weeks for a preschool, plus time for landlord or MCST approvals.
  3. Book the joint inspection with the landlord about three months before expiry, so the reinstatement schedule is agreed while you can still price it.

Does URA planning approval affect childcare reinstatement?

It affects your exit planning, not the strip-out itself. URA allows a childcare centre in certain premises, such as shopping malls, commercial parts of mixed developments, HDB void decks and community buildings, without planning permission, if the centre is under 50% of the development's GFA and licensing rules are met.

URA's authorisation excludes shophouses and shopflats, and it does not apply where a development has special planning conditions on allowable uses. Premises outside the authorised list generally need a planning application for change of use. Approval relates to the premises, so you do not "reinstate" it, but it shapes what your landlord wants back. A landlord re-letting to another preschool may happily keep your toilets and kitchen. One re-letting to a shop or office will want every trace removed. Ask early, and get any agreed takeover in writing so those items are struck off your reinstatement schedule. Our guide on when reinstatement is not required explains how waivers work.

How long does a preschool reinstatement take?

Site work usually takes 1 to 2 weeks for a small enrichment or half-day centre and 3 to 5 weeks for a full-day centre with a kitchen, several toilet blocks and an outdoor play area. Add 2 to 3 weeks for landlord, MCST or mall approvals, and book a contractor 8 to 10 weeks before expiry.

Hacking out toilets and kitchens is noisy work, and malls and mixed developments often restrict it to set hours or after closing. Our MCST permit guide covers the approvals, and our reinstatement timeline guide explains where projects slip. If you hold over past expiry, many leases charge double rent for the extra days (see our holding-over guide), so the works window is worth protecting.

Who handles parents' fee and deposit refunds when a preschool closes?

The operator. MSF said in March 2026 that preschools are expected to help parents find alternative care and settle outstanding fees and deposits. ECDA can direct a centre to ensure an orderly closure and help parents find new places. Parents who need more help can approach CASE or the Small Claims Tribunals.

Keep this separate from your own lease deposit with the landlord. Because a preschool lease is commercial, a dispute over reinstatement deductions from that deposit cannot go to the Small Claims Tribunals, which hear residential tenancy claims. It goes to the civil courts. The cheapest protection is a clear record: your fit-out approval, drawings and handover photos define what "original condition" means for your unit.
