The Basics
Rental reinstatement is the process of restoring a rented property to its original condition at the end of a tenancy — as required by most tenancy agreements. This typically covers repainting walls, restoring flooring, reinstating locks and fixtures, servicing air-conditioning units, and removing any modifications the tenant made during the lease. The tenant is responsible and pays, unless explicitly agreed otherwise in the TA.
Renovation adds new features to a property. Reinstatement removes those modifications and restores the property to its original, pre-tenancy handover condition. In Singapore, the tenant is responsible for reinstatement works at the end of a tenancy. This obligation comes from the tenancy agreement itself — most standard TAs include a clause requiring the tenant to return the property in its original condition, fair wear and tear excepted. The security deposit is partly held as security against reinstatement obligations not fulfilled.
Fair wear and tear refers to the normal, gradual deterioration of a property from ordinary residential use over time. Examples include minor scuffs on walls at furniture height, slight paint fading from sunlight, and carpet pile worn in high-traffic areas. Landlords in Singapore cannot deduct from the security deposit for fair wear and tear. However, the definition of "fair" is subjective — which is why check-in photos and a professional pre-exit assessment are so important.

Reinstatement costs depend heavily on unit size, flooring type, and the extent of tenant modifications. As a general guide: a 1–2 bedroom condo typically costs $1,500–$3,500; a 3-bedroom condo $3,000–$7,500; and a larger or more complex unit $5,000–$12,000+. Yes — if the tenant does not carry out agreed reinstatement works, the landlord can engage their own contractor and deduct the cost from the security deposit. This is why getting reinstatement done properly before handover is critical. Landlord-appointed contractors typically charge a premium rate. Always get a contractor to do a physical site walkthrough — photos are not enough for an accurate quote. Insist on a written, fixed-price scope before signing anything. Process & Timing
Most standard condo reinstatement projects take 3 to 7 working days, depending on scope. Larger units or those with extensive modifications may take up to 10 days. MCSG coordinates all trades simultaneously — painting, flooring, electrical, AC — rather than sequentially, which significantly compresses the timeline. We recommend engaging a contractor at least 6 weeks before the lease end date.
For most standard residential reinstatement works — repainting, floor refinishing, AC servicing, fixture replacement — no BCA permit is required. However, many condominium developments require you to submit a reinstatement works form to the management office before starting. Failure to do so can result in fines or the management office refusing to grant access to contractors. MCSG handles all management office submissions as part of our service.
You can attempt some works yourself — but most tenants underestimate what landlords actually inspect. A patchy repaint or improperly sanded parquet floor can still trigger a deposit deduction. More importantly, management offices in most condos require works to be done by registered contractors. DIY reinstatement is a false economy when the deposit is on the line.
Deposits & Disputes
Most Singapore tenancy agreements specify 14 to 30 days for the landlord to return the security deposit after the tenant hands back keys and settles all obligations. The exact timeframe is in your TA. If the landlord makes deductions, they should provide receipts or contractor invoices to justify them. Confirm the return timeline in writing on handover day.
Yes. If you believe deductions are unfair or inflated, you can file a claim at the Small Claims Tribunal (SCT) for amounts up to SGD $20,000. For larger amounts, the Magistrate's Court has jurisdiction. Strong documentation — timestamped check-in and check-out photos, reinstatement completion records, and any written correspondence — significantly strengthens your position. The SCT process is relatively accessible and low-cost.
If a tenant refuses to carry out reinstatement, the landlord can engage their own contractor and deduct the full cost from the security deposit. If costs exceed the deposit, the landlord can pursue the tenant for the balance via the SCT or civil court. Agents should flag this obligation clearly to tenants at the start of the tenancy — not just at the end.
