Beauty Salon and Spa Reinstatement in Singapore: Cost, Licences and Handover

By Mr Kobayashi, Operations Lead, REINSTATE.by MCSG · Published 25 October 2026 · 7 min read
Reinstating a beauty salon or spa in Singapore typically costs S$6 to S$45+ per sq ft, depending on how much plumbing and partitioning you built. A nail or lash bar sits at the low end, a hair salon with shampoo stations in the middle, and a spa with treatment rooms, showers or a steam room at the top. Massage operators must also tell the Police before they stop trading.

Salons and spas look light compared with a restaurant or a gym, but they hide a lot of work in the walls and floor. Every shampoo basin needs a hot and cold supply and a drain. Every styling station needs power. Every treatment room is a partitioned box with its own lighting, aircon and often a sink. When the lease ends, most landlords want all of that gone. For context, Cushman & Wakefield's 2026 Singapore fit-out guide puts average office reinstatement at about US$19 per sq ft. A plumbed salon or a spa usually lands above an office of the same size, because wet points and room partitions take more trades to remove cleanly.

What does salon or spa reinstatement involve?

It means returning the unit to the handover condition in your lease, usually bare shell or the landlord's base finishes. For a salon or spa that normally covers removing stations, mirrors and shampoo units, capping water and drainage, stripping treatment-room partitions, added ceilings and lighting, and removing extra sockets, water heaters, signage and any wet rooms you built.

The dry part is familiar from any shop: partition removal, ceiling and lighting works, wall patching and repainting. What makes a salon different is the number of service points. A 10-chair hair salon can easily have six or more basin points and twenty or more extra power outlets, each of which has to be made safe and finished off. A spa adds rooms: four to eight partitioned treatment rooms is common, each with doors, dimmable lights and sometimes its own sink or shower.

Movable items are yours to clear before the contractor starts: chairs, beds, trolleys, hood dryers, product stock and any loose furniture. Built-in reception counters and backbar cabinetry normally count as part of the fit-out and come out with it.

How much does salon and spa reinstatement cost in 2026?

Indicative 2026 ranges run from about S$6 per sq ft for a dry nail or lash bar to S$45+ per sq ft for a spa with wet rooms. On an 800 sq ft hair salon that is roughly S$9,600 to S$20,000 before GST. Plumbing, room partitions and electrical points are the three items that move a quote most.

Why are shampoo basins and wet points expensive to remove?

Because each one is a plumbing job, not just a fixture to unscrew. The supply and drain pipes have to be cut back and capped at the approved points, floor channels or raised platforms hiding the pipes have to come out, and the floor and wall behind need patching so nothing leaks into the unit below.

Many salons raise the floor behind the basins to run drainage, because the shop's original floor trap sits far from the wash area. Removing a raised platform means hacking out the screed or timber build-up and relevelling. Hair is also a real problem: years of hair and colour residue can partly block the drain run, so a good contractor will test the line after capping. Electric storage or instant water heaters added for the wash area come out too, with their isolators.

Our guide to plumbing fixtures explains what proper capping looks like. Any change to the electrical installation, including removing extra circuits, should be done by or under a licensed electrical worker; see our LEW reinstatement guide.

Do I need to cancel a massage establishment licence when I close?

Yes, if you hold one. The Singapore Police Force asks massage establishment licensees to notify the Licensing Officer at least 7 days before ceasing operations, and you can cancel the licence through GoBusiness. Licence fees are not refunded on cancellation, so time the cancellation to your last trading day.

A licence is needed under the Massage Establishments Act 2017 for premises offering massage, which the Police define as rubbing, kneading or manipulating the body to relax muscles or stimulate circulation. Manicures, pedicures, light, electric or vapour treatments and baths are exempt if no massage is given. The licence covers a specific layout: Category I premises need at least 100 sq m and Category II at least 50 sq m, and layout changes need a S$40 amendment. That matters at exit only if you are moving. Your new premises need their own approval, and the Police state that renovation and rent already spent are not grounds for granting a licence, so secure approval before you commit.

Running massage services without a valid licence is an offence under section 5(1) of the Act, with a fine of up to S$10,000, up to two years' jail, or both. Do not keep offering massage in a unit you have already deregistered while you wind down.

Does URA or HDB approval affect a salon handover?

Indirectly. Planning approval belongs to the premises, so you do not "reinstate" it, but it shapes who takes the unit next. URA circular DC16-04 (24 March 2016) requires a planning application to switch between Massage Establishment, Gym/Fitness Centre and Amusement Centre, and HDB shop units need HDB's prior approval for a new use.

If the next tenant is another salon, the landlord may let you leave basins, plumbing or lighting in place, which can cut your bill sharply. Get that waiver in writing for the exact items. In historic conservation areas the rules are stricter: URA lists beauty salons and foot reflexology among shop uses that need planning approval, with a business concept and an open-concept layout plan, and new massage establishments and spas are not allowed. If you are leaving a shophouse in one of these areas, read our conserved shophouse reinstatement guide before hacking anything, because original features are protected.

How long does a salon or spa reinstatement take?

Site work takes about 2 to 4 working days for a nail or lash bar, 4 to 8 working days for a hair salon, and 1 to 3 weeks for a spa with treatment rooms and wet areas. Add 1 to 3 weeks for landlord or MCST approvals, so appoint a contractor 6 to 8 weeks before the lease ends.

Malls and mixed-use buildings often limit noisy hacking to set hours, and some want works done overnight; our MCST permit guide covers the approvals. If you added aircon units or a dedicated exhaust for a nail bar or steam room, the landlord may require its nominated contractor for anything tied to building systems. Shops in malls should also check our mall shop reinstatement guide. The date that matters is lease expiry. If you are still in possession afterwards, the landlord can claim double rent under section 28(4) of the Civil Law Act 1909; see holding over and double rent.

How do I protect my deposit when closing a salon?

Agree the reinstatement scope in writing early, keep your handover records, and finish before expiry. If the unit falls short, the landlord can do the work and deduct it. Because salon leases are commercial, a dispute cannot go to the Small Claims Tribunals; it goes to the civil courts, where the Magistrate's Court hears claims up to S$60,000.
  1. Find the original handover record. Fit-out drawings and handover photos define "bare shell" for your unit.
  2. Ask for a joint inspection about 3 months out and get the reinstatement schedule in writing.
  3. Raise a takeover early. An incoming salon may want your basins or lighting; get the waiver for those exact items.
  4. Separate nominated-contractor items such as building aircon or sprinklers, so the rest can be competitively quoted.
  5. Settle your licences. Notify the Police at least 7 days before closing if you run massage services.
  6. Leave a week of buffer for the final inspection and snagging.
