What the M&E scope includes
A full mechanical and electrical reinstatement restores the premises to its original base-building condition, removing all tenant-installed electrical and mechanical modifications. Every commercial scope is endorsed by a Licensed Electrical Worker (LEW) registered with the Energy Market Authority.
- Power point removal — decommission and cap all tenant-added power sockets, trunking and conduits, restoring walls to original condition
- Lighting disconnection — remove pendant lights, track lighting, LED strips and tenant-installed fixtures, reconnect base-building lighting
- Data and network cabling — extract Cat6/Cat6a cabling, patch panels, server racks and trunking from ceiling voids and floor boxes
- Air-conditioning removal — decommission fan coil units (FCUs), ductwork modifications and thermostat controls, restore base-building AC
- 3-phase power disconnection — for industrial and F&B premises, disconnect 3-phase supplies for machinery, kitchen equipment and compressors
- Distribution board modifications — remove tenant sub-boards, circuit breakers and residual current devices, restore base-building DB
- Fire alarm and PA reinstatement — restore fire alarm detectors, speakers and strobes to original positions if relocated
- LEW endorsement and EMA certificate — signed Electrical Installation Certificate submitted to landlord, building management and SP Group
Regulatory compliance
Electrical works in Singapore are regulated by the Energy Market Authority (EMA) under the Electricity Act. Only a Licensed Electrical Worker (LEW) can endorse electrical decommissioning in commercial premises. MCSG works with registered LEWs on every commercial project, ensuring full compliance and smooth utilities termination with SP Group.
For retail and F&B premises with fire-rated electrical modifications, we also coordinate SCDF/FSSD reinstatement to restore fire safety systems to their original configuration. For industrial premises with 3-phase supplies, we handle the full SP Group account termination process.

Process timeline
- Review (Day 1) — We review your tenancy agreement make-good clause and existing electrical layout
- Survey (Day 2-3) — LEW conducts on-site survey, identifies all tenant modifications and base-building points

What happens if electrical works are not LEW endorsed?
Without LEW endorsement, the landlord may reject the handover, withhold the security deposit, and engage their own nominated contractor at premium rates. Non-compliant electrical works can also result in SP Group refusing to terminate the utilities account, leaving the tenant liable for ongoing charges. Can MCSG handle SP Group utilities termination?
Yes. We coordinate the full SP Group account closure process, including the final meter reading, security deposit refund and account termination. The LEW-endorsed Electrical Installation Certificate is required by SP Group to close the account, which we provide as part of every commercial M&E scope.
