Can You Rent Out a BTO Flat? HDB MOP Rules & the Pre-Rental Checklist
A BTO flat is heavily subsidised, so HDB controls when and how you can rent it out. Get the timing or the paperwork wrong and you risk losing the flat. Here is exactly when a BTO can be rented out, the conditions you must meet, and a free pre-rental checklist you can download.
When can you rent out a BTO flat?

Before MOP, you still have an option: in a 3-room or larger flat you may rent out spare bedrooms while you continue living in the flat. Room rental is not subject to the 5-year whole-flat MOP — but you must still register with HDB and meet the occupancy and tenant rules below. (Confirm your specific case with HDB.)
Who is allowed to rent out the whole flat?
The conditions you must meet
- Tenant eligibility. Tenants must be Singapore Citizens, PRs, or non-citizens holding a valid Employment Pass, S Pass, Work Permit, Student Pass, Dependant Pass or Long-Term Social Visit Pass — each with at least 6 months' validity.
- Non-Citizen (NC) Subletting Quota. Set at 8% at neighbourhood and 11% at block level. If the quota is reached for your block/neighbourhood, you can only rent to Singaporeans and Malaysians.
- Maximum occupancy. 1- & 2-room: 4 persons; 3-room: 6; 4-room, 5-room and Executive: 6 — temporarily raised to 8 under a relaxation (confirm the current expiry with HDB).
- Minimum 6-month rental. Short-term or nightly letting of an HDB flat is not allowed (no Airbnb).
- Register with HDB. Get approval before the tenancy starts, then notify HDB of the tenancy — and any renewal, termination or change in tenants — within 7 days.
Renting out without approval, exceeding the quota or occupancy cap, or short-term letting are breaches that can carry penalties — including, in serious cases, compulsory acquisition of the flat.

Before tenants move in: stamp duty, deposit & condition
Two more things protect you once a tenant is found. First, stamp the tenancy agreement with IRAS (e-Stamping).
